California Regional Centers home modifications — how-to

Read this first KLM Ventures Inc is a smart-home design company. We are not a VA-accredited claims agent, DOR counselor, Regional Center vendor (unless later enrolled), workers’-comp attorney, or insurance broker. We do not file applications for you. We can write a design specification, photos, and an itemized quote you can attach. Approval is never guaranteed. Amounts below were checked against official pages on 24 August 2026 — confirm before you spend.

Who this is for

People eligible under the Lanterman Developmental Disabilities Services Act — typically a qualifying developmental disability with origin before age 18 (including intellectual disability, cerebral palsy, epilepsy, autism, and related conditions as defined in law). The Regional Center, not KLM Ventures, decides eligibility.

What they may fund in a home

DDS Service Code 104 — Environmental Accessibility — covers adaptations needed to implement an IPP objective: ramps, grab bars, widened doorways, bathroom modifications, specialized electrical/plumbing for necessary medical equipment. DDS is explicit about what is out: carpet, roof repair, central air, additions of square footage, “general utility” work that is not of direct medical or remedial benefit.

Assistive technology / adaptive equipment can also be authorized when the planning team agrees it is related to the developmental disability and supports health, function, or remaining in the least restrictive home. Smart speakers and cameras are not automatically “AT.”

Vendorization Structural modifications are typically purchased from a licensed, insured provider the Regional Center has vendorized (Service Code 104 requires appropriate state license/registration for the type of work). KLM Ventures is a design firm, not a licensed contractor. We can design and specify plug-in systems; license-required construction is a licensed partner’s job, and the Regional Center may insist on their vendor.

How to start

Find your center: lookup by county or the full listings (21 centers). For this region that is often NLACRC (San Fernando / East Valley / West Valley districts), Frank D. Lanterman, Westside, Harbor, Eastern LA, South Central LA, San Gabriel/Pomona, Regional Center of Orange County, Inland Regional Center (Riverside and San Bernardino), or Tri Counties Regional Center (Ventura, Santa Barbara, San Luis Obispo).
If you are not a consumer yet: intake. If you are: ask for an IPP / planning-team meeting and put environmental accessibility / assistive technology on the agenda in writing.
Ask for an assessment in the home. DDS’s June 2025 letter tells centers to ask whether the modification is necessary for the person to live safely at home rather than in a more restrictive setting.
Get the item into the IPP. If the center says no, Disability Rights California and a fair hearing are the appeal path — not a sales call from us.

Self-Determination Program

Some consumers have an SDP budget and can purchase allowed services through a financial management service. Bathroom or access work still has to fit the plan and SDP rules. A 2026 OAH decision shows centers can still require independent assessment before releasing SDP funds for a remodel. Do not assume the budget is a blank check for smart-home gear.
